Vitit Muntarbhorn resigned last September for health reasons after a year in office. The resolution establishing this position was mired in controversy given the staunch opposition of more than a hundred countries that do not recognize homosexuality and gender diversity and that, in some cases, apply punishments such as imprisonment or death.

In his three-year, renewable term as Special Rapporteur, he will be responsible for implementing existing international human rights law on sexual orientation and gender identity. His other duties will include raising awareness of violence and discrimination against LGBTI people, engaging in dialogue and cooperating with States to implement measures, and providing advice and technical assistance where needed. Several organizations welcomed this appointment. The International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA) stated, “While focusing his work on the prevention of and accountability for torture , Mr. Madrigal-Borloz witnessed the multiple forms of violence and discrimination faced by LGBTI people worldwide, maintaining an intersectional approach in his analysis that matters deeply to our communities. His experience navigating international human rights forums, always listening to the voices of civil society , is particularly well-suited to the role he will assume.” Until this week, Madrigal-Borloz served as Secretary General of the International Council for the Rehabilitation of Torture Victims (ICT). Previously, he worked at the Inter-American Court of Human Rights and the Inter-American Commission on Human Rights. During his time at the Organization of American States, Madrigal-Borloz led the consultation process and preparation of the Commission's Plan of Action regarding the rights of the LGBTI community.
