Women and members of the LGBT+ community who experience domestic violence are exempt from movement restrictions in order to file reports. This is established in Decree 15/2020 , published today by the Ministry of Women, Gender and Diversity.
"It is imperative to clarify that situations of force majeure include all those in which women and LGBTI people, alone or together with their children, need to leave their homes in order to file the relevant criminal complaints or to ask for help, assistance or protection from organizations due to the situation of violence they are experiencing."
"That the criminal and family justice system has taken the necessary measures so that, through appropriate on-call staff, complaints can be filed for cases of violence against women and LGBTI people alone or together with their children," the decree states.

In recent weeks, due to the mandatory movement restrictions and quarantines imposed by the coronavirus pandemic, it has become clear which population groups are the most vulnerable: those who suffer domestic violence and those who simply cannot secure housing, such as the majority of transgender people. For this reason, on March 29, Public Emergency Decree 320/2020 was published in the official gazette, which, among other measures, stipulated “the temporary suspension, until September 30 of this year, of evictions from properties” used as primary residences for individuals or families, cultural activities, and small-scale production, among other exceptional circumstances.
